Proforma Provides HSE Services For The Sakhalin V Block Development Project

Proforma Safety’s President and Lead HSE Advisor, Mike Arnold and Charles Dougan, HSE Coordinator/Advisor, made up the S.W.A.T. (Safe Work Awareness Team) for the Sakhalin –V Block Development Project and its geotechnical site investigation in the Kaigansky - Vasyukansky areas of exploration.

 

Simultaneous drilling, coring and logging operations were conducted north of Sakhalin Island, Russia in the Sea of Okhotsk near the Siberian coast. The 46 day project spanned August and September onboard the Chinese Oilfield Services vessel, the Nan Hai 503.

HSE representation for the 41 members of the vessel crew and the 13 man geotechnical crew was an cultural and safe work awareness challenge for the onboard Proforma Safety team. Constant safety surveillance and hands-on HSE supervision was required 24 hours a day for the combined operations that were conducted on the converted drill ship and in its close work quarters. With the vessel crew speaking only Chinese, 13 members of the geotechnical team understanding only Russian and the BP management team split in two additional languages (French and Dutch), communications was a major safety hurdle to overcome.

Through cooperation, a heightened HSE awareness plan and the special safety training given to all personnel on the 503, the project was completed with an excellent safety record. The final HSE statistical report showed 0-OSHA Recordable Incidents, 0-FA/Medical cases, 0-LTA’s, 0-Enviromenaial Damage and 0-Equipment Damage.
A total of 168 S.T.O.P. cards were written, 89 Job Safety Analysis’s conducted, 52 Advanced Safety Audits completed, 41 Toolbox Meetings held and 18 all crew HSE Meetings were attended. The total man hours worked for the Sakhalin V Development Project totaled 25,620 for the entire job. This record was commended by both BP and its partnering shareholder, CJSC Elvary Neftegas for their professionalism and dedication toward safety by the onboard PSI and BP management teams.

Proforma Safety’s HSE Coordinator/Advisor, Charles Dougan also received special acknowledgement from BP Sakhalin. Through his special effort, both prior to departure and during transit from Zhang Jiang China to Korsakov-Sakhalinsk, Russia, all of the vessel’s outstanding safety and operational audited items were completed, making the 503 fully operational upon its arrival. During this at-sea time, Charles also trained the entire Chinese crew (through an interpreter) in all required BP HSE polices and procedures including the Golden Rules and STOP The Job.
